1. Pursuant to reference (a) the following information is submitted:
a. During April, FLETCHER participated in Project MERCURY as a capsule recovery vessel. From mid-July to mid-October, FLETCHER was at Pearl Harbor Naval Shipyard for a routine overhaul. At the end of this period, the ship underwent five weeks of refresher training, during which time a visit to the old whaling town of Lahaina was made.
Captain C. R. LANGER commanded FLETCHER for the entire year and was promoted to his present rank on 1 September 1963.
